Public health IT apps shut out of first phase of HIT work by the Feds

This seems like a real problem.  I understand from posts on this network that public health is not taken seriously.  But this opinion article from a former health informatics guy from the Center for Disease Control says there isn't much interest by public health big wigs in fixing the problem.

The author is not very optimistic.  He writes:

"For all who once worried that “secondary use” was too derogatory a term for public and population health IT activities, being only “secondary” must seem awfully attractive now."
