EHR Adoption : Another source of health inequity?

There seems to be very little actually being done to address health disparities. Does anyone know if there will be funding/low cost loans offered to small Mediaid practices treating primarily ethnic minorities in order to purchase EHR systems.  This article is the first I've seen that discusses  a specific  health care delivery input (technology) that can change  rates of illness.  

 

"Health IT vendors should make sure they market and sell their products and services to health care providers in minority communities to avoid a new form of “digital divide” that could leave low-income areas without the benefit of electronic health records, according to top Health and Human Services Department officials."
